Due to the fact that scooters began to increasingly attract underage drivers, and cases where young people on them openly interfered with the movement of other vehicles became more frequent, appropriate changes were introduced to the traffic rules. Documents for such a scooter are definitely needed, because scooters are now classified as either mopeds or motorcycles. It all depends on the technical characteristics of the vehicle. Both personal safety and the safety of other road users depend on the attentiveness and competence of the scooter driver.

A number of decrees were issued, according to which a new category for the vehicle, age restrictions and mandatory documents for driving a scooter were introduced. Today, many scooters, mopeds and even improved bicycles can fit into the category of motorcycles, because anything that has a more powerful engine in its design is considered a motorbike. Then what documents are needed for a scooter in order to ride the chosen vehicle without violating the legislation of the Russian Federation?

Driving license category for driving a moped (scooter)

The right to drive a moped or scooter is confirmed by a category M .

However, not only category M licenses are suitable for driving mopeds and scooters. The Federal Law “On Road Traffic Safety” allows driving these vehicles with any open category of license.

Scooters up to 50cc

And to manage them you must have a certificate with category M, or with any other category. Also, only those persons who have reached 16 years of age can operate a scooter.

There is no need to register a scooter with a capacity of up to 50 cubic meters yet; accordingly, it is also not necessary to take out a compulsory motor liability insurance policy, but you can if you wish, because statistics show that the accident rate of this vehicle is very high. If you get into an accident on a scooter without compulsory motor liability insurance, you will have to pay compensation for damages due to your fault out of your own pocket.

You can ride without a license while driving a motocross moped. The latter are quite powerful vehicles. However, you can only ride them on special sports grounds or in a field where there is no road, since they are classified as sports equipment. It is prohibited to drive such mopeds on the public road surface.

50cc scooters

There are scooters with more powerful engines such as 50cc or more. In this case, the driver needs to receive another category A1 if the power does not exceed 150 cubic meters. The age limit is also set at 16 years. Wearing a helmet when driving is mandatory.

Scooters 150cc

Driving scooters that have a 150cc engine requires a more difficult category. Here you will need to obtain a category A driver's license. Such scooters are equivalent to motorcycles. Driving such motor vehicles is only possible for those who have reached 18 years of age.

Category A allows you to drive all possible types of two-, three-, or four-wheeled vehicles with a weight not exceeding 400 kg. However, it excludes the right to drive a car.

In addition to obtaining category A for driving a moped or scooter with a capacity of 150 cubic meters, the driver must:

  1. Pass a technical inspection.
  2. Take out an MTPL insurance policy.

Where can I get a passport for a scooter?

PTS is a document required for registration and registration of a scooter, so it is very important to make sure that you receive this document upon purchase. How to obtain documents for a scooter with a 50cc engine?

To register a scooter, you need to contact the traffic police at your place of residence. To register you will need:

  • Application for registration of a scooter. A sample application can be obtained from the traffic police.
  • Scooter owner's passport.
  • Vehicle Passport (PVC).
  • A document that confirms ownership of the scooter.

After receiving the customs declaration, the owner applies with a copy of this document to the traffic police at his place of residence, where he will be issued a PTS.

How to register a scooter for which there are no documents?

One of the frequent questions from novice scooter owners is: is it possible to buy a scooter if the previous owner does not have documents for it? This is especially true for teenagers who want to buy a cheaper scooter. They often find used examples that have already passed through the hands of several owners. In such cases, documents are often lost. Here is the procedure on how to recover lost documents for a scooter.

  • First of all, a purchase and sale agreement is drawn up with the owner. It is worth discussing with the owner the possibility of going to court in advance. If the owner refuses to go to court, then you should not buy such a device, since there is practically no possibility of making full-fledged documents for it.
  • Having your passport and purchase and sale agreement in hand, you need to contact the traffic police to obtain a PTS. They will almost certainly refuse registration, since there is no document confirming the ownership of the first owner. You must receive a written refusal with justification. This document will become the basis for going to court.

If the scooter engine has a volume not exceeding 50 cm3, then a certificate issued at such a service will not be necessary.   • pass theoretical and practical exams at the traffic police. In order to drive small-capacity vehicles, you need to pass tests and perform several exercises on the race track, demonstrating your knowledge, skills and dexterity;
  • obtain a driving license of category M - the right to drive mopeds and light quadricycles. Clause 2.1.1 of the traffic rules stipulates that the driver of a motor vehicle must have a license of the appropriate category. Since on April 8, 2014, changes were made to paragraph 1.2 of the traffic rules: a moped with an engine with a capacity of up to 50 cubic meters was classified as a mechanical vehicle, and now it is prohibited to travel on it without a license.

Previously, you could see a mopedist who had just turned 14 years old. However, according to the new rules, you cannot drive such a vehicle if you are under 16 years old - category M can only be covered from this age.

Riding a simple moped without a license is the same violation as driving a car without a license. If you do not present your ID to the inspector, be prepared to pay a fine of 5,000 to 15,000 rubles in accordance with Article 12.7 of the Code of Administrative Offenses of the Russian Federation.

Why did legislators decide to open category M?

Of course, few people were pleased with such innovations. The moped is nimble and compact, it’s convenient to move around areas loaded with traffic and, moreover, you don’t have to waste time standing idle in traffic jams. The new rules have especially upset residents of the suburbs, where a moped is an indispensable means of transportation.

However, let's try to understand what prompted this decision. The main reasons for opening category M:

  • accident rates have increased in recent years . The number of accidents caused by mopedists has increased significantly. Most often, a teenager driving a moped receives serious injuries and injuries: when hitting an obstacle, the driver falls on his back and injures his spine, and in a collision he flies out of the vehicle and hits his head;
  • non-compliance and ignorance of traffic rules . Most young (and even adult!) mopedists do not bother studying the theoretical part - they just get behind the wheel and drive without indicating a turn or warning about stopping. Considering that modern small-capacity mopeds are capable of reaching speeds of up to 70 km/h, ignorance of the rules puts all road users at risk;
  • lack of insurance . Although the Federal Law “On Compulsory Vehicle Insurance” does not oblige the owner of a moped to take out an insurance policy, this can now be done. Before this, companies had not developed insurance programs for motorcycles and bicycles. Now you, as the driver of a small vehicle, can protect yourself from losses by signing an insurance contract.

The main thing here is not to forget to indicate with your hands the left turn and stop, and switch to neutral gear after completing the exercise;
  • 2nd circle – snake, rutted board and movement in a straight line at low speed . The driver maneuvers between the cones before turning, performing a snake. Then he turns and rides on the board, covering the distance so that both wheels remain on it. Next, you need to finish the exercise by driving at low speed to the stop sign. Here, too, it is important to indicate turns and warn about stopping;
  • 3rd circle – overall figure eight. The driver enters and exits the course between two circles that form a figure eight. The main thing here is to drive in a circle so as not to hit the cones.

The main mistakes for which you can be deducted points are sharp braking with a wheel locked, driving outside the dimensions of the designated path, stopping closer than 0.4 m from the stop sign, if you do not warn about the turn and about stopping if you do not put the gear in neutral before turning off the engine.

After successfully passing the theory and practice, you can receive a license for category M. If you passed the theory, but the practice did not work the first time, then do not despair - you will only have to retake the practical part.

At what age do you get a moped license?

As mentioned above, to obtain a license for category M, you must be 16 years old. But in order to drive a vehicle with the power of a motorcycle (above 125 cubic meters), you will have to wait until you turn 18 - before that it is prohibited to drive such a moped. These rules are regulated by Art. 26 of the Federal Law “On Road Safety”.

However, you can train outside city roads even earlier. Especially when you consider that some driving schools offer to take only a theoretical course, and driving, as they say, can be done as you wish. How much does a moped license cost?

Driving school training for the new M category costs only slightly less than for B category. Driver training centers will offer you several packages of services. Let's look at what driving schools offer:

  • 7,000 – 15,000 rubles – the cost of a 16-hour theoretical training course, which lasts no more than 2 months. This program does not provide practical training, so it is best suited for experienced mopedists who want to obtain a license in connection with the entry into force of the new rules. If you are a resident of Moscow, then the cost of the theory for you will be no less than 18,000 rubles;
  • 18,000-25,000 rubles – price for theory including driving. This includes 18 hours of driving and 16 hours of theory. The amount varies depending on whether the student is charged a fuel surcharge. In addition, if you study on a personal vehicle, the price decreases;
  • 22,000-34,000 rubles – all-inclusive package. In 2.5 months you will master driving and traffic rules, and will also receive full support: obtaining a medical certificate, registering with the traffic police to take the exam, providing a vehicle and a helmet from the driving school.

As you can see, the price for driving courses for category M is practically no different from the cost of training for a car driver. So here it’s up to you to decide what to choose, because with category B you can drive a moped with a power of up to 125 cubic meters.

The list of documents required to operate a scooter also depends on its engine size. If the volume does not exceed 50 cm3, then the only document that will be needed is a category “M” license or any other driver’s category.

The rules equate a scooter with an engine capacity of more than 50 cm3 to a motorcycle, and therefore greater responsibility is placed on the driver. The fine for driving such a scooter without a license is also 5-15 thousand. Instead of a fine, administrative arrest for 15 days may be applied. In case of repeated violation, the fine can reach 30 thousand. The owner of a scooter who entrusts control to a person who does not have a driver’s license may also be punished.

The absence of Ukrainian government institutions in the uncontrolled territory of Donbass, which previously performed the functions of MREO, confuses many car owners.

Without traveling to the controlled territory of Ukraine, drivers actually cannot obtain Ukrainian driver's licenses, technical passports, or registration numbers for their cars.

And there is no need to talk about studying in driving schools registered on the territory of Ukraine and obtaining the first Ukrainian driver’s license.

Due to the fact that many motorists who live in uncontrolled cities cannot learn to drive and obtain a Ukrainian license, they are forced to limit themselves to local “certificates” and various documents for DPR-type cars. At the same time, drivers can use such illegitimate documents issued by local authorities of the “MREO DPR” only within the “DPR”, “LPR”, and also temporarily enter the neighboring Russian Federation.

Today, in uncontrolled cities of the Donetsk region, there are dozens of local driving schools that have received a certificate of registration on the territory of the “DPR”.

Documents confirming graduation from one of these local driving schools are considered invalid on the territory of Ukraine. Therefore, it will not be possible to obtain a Ukrainian license at the service center of the Ministry of Internal Affairs using such certificates.

But they are fully listed in the local authorities “MREO DPR”, which, on the basis of these papers, issue driver’s licenses to Donetsk residents.

The procedure for obtaining a “DPR” driver’s license is actually not much different from what it was under the Ukrainian government. The only exceptions are some innovations in traffic rules and updated driver’s licenses of the “DPR” sample. In addition, in order to obtain a local driver’s license, local registration of a person in an uncontrolled territory has become mandatory.

Cost of training in Donetsk driving school

Today, most Donetsk driving schools are mainly engaged in training and retraining of drivers in the most common categories: motorcycles (A and A1), cars, ATVs (B and B1) and trucks of categories C and C1. They train future drivers according to the new traffic rules of the DPR, which were created on the basis of the existing rules of the Russian Federation and Ukraine.

Training for driver category “B” in one of the Donetsk driving schools will cost motorists an average of 8,000 to 9,000 rubles (approximately 3,539-3,982 UAH at the local Central District Hospital rate). The training period for future car drivers lasts about 10 weeks.

At the same time, many driving schools offer their clients installment plans for training. Payment is made in three installments. When concluding an agreement with a school, the client makes an initial payment of 3,000 rubles (1,327 UAH), and the remaining payment is also divided into two.

The last part of the payment is due no later than a week before the end of school.

Other organizations attract clients with discounts: they discount from 1000 to 2000 rubles (442-884 UAH) for a full course of training. Local driving schools also offer their clients additional services for individual driving. The cost of an additional driving lesson will cost between 400-450 rubles (176-199 UAH)

To learn to drive a motorcycle in category “A” will cost Donetsk residents an average of 5,000 rubles (2,212 UAH) with a training period of 8 weeks.

Moreover, if the driver already has a driver’s license for the right to drive a passenger car, to obtain an additional category “A”, drivers only need to undergo 2-week retraining.

The cost of downgrading in this case will cost 2,500 rubles (1,106 UAH).

To obtain a category “C” license for driving trucks in uncontrolled territory will cost Donetsk residents around 14,000 rubles (6,194 UAH) with a training period of 15 weeks. Local motorists can undergo a 2-week retraining from category “C” to category “B” for an average of 3,000 rubles (1,327 UAH)

Required documents and cost of medical examination

In addition to the list of standard documents for admission to the “republican” driving school (photocopy of the passport, identification code and medical certificates), the “DPR” asks to provide a photocopy of the first page of the international passport. If you have a foreign passport, of course. This is done to ensure that the driver’s last name and first name are written identically in Latin letters on the driver’s license.

Also, in order to learn to drive and obtain a local DPR license, you must have local registration.

If the potential driver’s passport indicates a place of registration that is not located in the territory controlled by the DPR, then it is additionally necessary to provide an address certificate stating that the person is temporarily residing in the DPR.

A document confirming registration or a certificate of temporary residence in the “DPR” without registering a place of residence must be obtained from the local so-called “migration service”.

One of the mandatory procedures is also a medical examination of motorists. Future drivers must go to a whole list of medical specialists: from a psychologist and narcologist to a urine test, examination by a gynecologist (for women) and a general blood examination.

In addition, medical certificates 083 for drivers are issued only in special medical institutions that have received such rights from the so-called “Ministry of Health of the DPR.” These are mainly city medical examination hospitals.

Drivers will not be able to undergo a medical examination at a private clinic or medical center.

The thing is that certificates 083 received by drivers in other health care institutions are simply not accepted by MREO traffic police officers.

For example, in Debaltsevo, Zhdanovka, Khartsyzsk, Dokuchaevsk, Torez, Snezhny and other uncontrolled cities, only one local Central City Hospital has the right to conduct examinations of drivers. In Donetsk, Makeevka and Gorlovka, the list of permitted hospitals is much wider.

The cost of psychiatrist services in Donetsk will cost potential drivers 80-100 rubles (35-44 UAH), a visit to a narcologist and donating blood from a finger will cost an average of 175-195 rubles (77-86 UAH). The service of visiting other doctors and taking basic tests at the city medical examination hospital will cost an average of 390-500 rubles (172-221 UAH).

Obtaining a local driver's license from the MREO

The first “republican” driver’s license forms began to be issued to drivers in the uncontrolled territory of Donbass in the spring of 2015.

Driver's licenses were ordinary laminated cardboard cards with a photo pasted in, with the driving category and driver information printed on paper.

Moreover, such rights did not have a sufficient degree of protection against counterfeiting, unlike legitimate Ukrainian rights. Such a driver's license, together with the payment for the exam at the MREO, cost between 250-260 rubles (110-115 UAH).

Two years later, the so-called “MREO GAI DPR” announced the issuance of new plastic documents. Today, in uncontrolled territory, licenses are issued in the format of plastic cards, which are very reminiscent of Ukrainian or Russian driver’s licenses.

According to representatives of the illegal organization “DPR”, such driver’s licenses comply with all international standards. Driving documents are highly secure against forgery and will be valid for 30 years.

The cost of obtaining a plastic license of the DPR sample will cost car owners within 850 rubles (376 UAH).

Drivers will also have to pay a mandatory state fee for passing the traffic rules and driving exam at the MREO GAI or opening a new category in the amount of 212-213 rubles (93-94 UAH).

Previously issued DPR driver's licenses on laminated cardboard paper will also be considered valid until their expiration date. Or they can be replaced with new plastic licenses, at the request of the car owner.

Registration of Ukrainian driver's license through intermediaries

Due to the fact that residents of uncontrolled cities have limited rights and do not have the opportunity to obtain Ukrainian documents on their territory, many drivers are ready to turn to intermediary companies for help in restoring and obtaining driver’s licenses.

Intermediary firms promise to resolve the issue of restoring Ukrainian driver’s licenses both with and without leaving the controlled territory. Residents of the uncontrolled region are promised to obtain licenses in case of loss, damage or change of surname without a queue and in just one hour. The cost of the service is estimated at 3,500 hryvnia.

Some intermediaries undertake to issue a driver's license for Donetsk residents absolutely without stars. However, the cost of such a service can fluctuate within 7,000 hryvnia. At the same time, officially the cost of replacing a driver’s license at the service center of the Ministry of Internal Affairs when submitting documents independently will cost Donetsk residents only 201 hryvnia.

There are even companies that undertake to resolve the issue of obtaining a completely new Ukrainian driver’s license in the service centers of the Ministry of Internal Affairs of Ukraine. They promise to help with obtaining your first driver's license from scratch on average from 11,500 to 12,000 hryvnia.

In this case, they are asked to provide only a Ukrainian passport and identification code of the potential driver; the intermediary company promises to take care of the rest.

To do this, according to the intermediaries, you don’t even have to travel outside the uncontrolled territory, undergo training at a Ukrainian driving school and take driving tests at the service center of the Ministry of Internal Affairs.
