Driving license category for driving a moped and scooter

Since the appearance of scooters and similar vehicles on the country's roads, the number of road accidents involving minors has increased significantly. This is exactly the type of motorcycle that teenagers have chosen. Lack of driving experience and knowledge of traffic rules often led to serious consequences. This was the main reason for changes in legislation.

Scooters and mopeds are subject to registration in accordance with the general procedure provided for vehicles. He must be assigned a license plate. Registration of a scooter is carried out at the territorial division of the State Traffic Safety Inspectorate at the place of residence of the owner.

Since 2013, small vehicles have appeared on the list of vehicles that require a special driving license to use. Every owner of a moped up to 50cc must obtain a license for a scooter.

In addition, this list includes vehicles:

  • developing a speed of no more than 50 km/h;
  • having an electric motor (power 0.25 - 4 kW);
  • equipped with an engine with a volume of up to 50 cubic meters.

Scooter licenses are assigned category M. This category includes electric scooters, mopeds and small ATVs.

If you independently equip a bicycle with an engine whose volume corresponds to category M, the owner will also have to obtain a license for an electric scooter.

Who is allowed to drive on the side of the road?

Traffic rules for residential areas and courtyards

Clause 9.9 of the Traffic Regulations of the Russian Federation prohibits the movement of vehicles (vehicles) along dividing strips and roadsides.

Driving to the side of the road is permitted for them only for stopping and parking (12.1 Traffic Regulations of the Russian Federation), on the right side of the road. Stopping and parking on the left side are permitted in populated areas on the following roads:

  • with one lane for each direction without tram tracks in the middle;
  • with one-way traffic (trucks weighing more than 3.5 tons - only stop for loading or unloading).

  • mopeds (clause 24.7 of the Russian Federation Traffic Regulations);
  • horse-drawn carts, riding and pack animals (only in one row, possibly to the right), clause 25.2 of the Traffic Regulations of the Russian Federation.

What can you drive without a license?

Russian legislation provides for the use without a special right to drive only those vehicles whose performance is less than that required for category M.

Driving a scooter requires a document confirming the right to drive. By using a scooter without a license, the owner is subject to punishment according to the law.

Which motorcycles do not require a license? Specialized two-wheeled motocross vehicles can be operated without a license. A motorcycle without a license has quite serious characteristics, but they cannot be used on the highway. Thus, you don’t need a license to drive a pit bike, but driving a moped requires a license.

Where does the training take place?

To obtain a license to drive a scooter, you must undergo training. When choosing a school, pay attention to reviews from students and the presence of a state license. Training is provided on a paid basis.

First, you need to complete the documents, after which the candidate can begin mastering the program. The training process consists of a theoretical (72 hours) and a practical part (30 hours, 18 of which are driving). The period for obtaining knowledge may vary depending on the chosen organization.

Seasonality and weather conditions

It is better to use a scooter in the warm season, when there is a stable daily above-zero temperature outside. This is, of course, in summer, late spring and early autumn. During this period, riding two-wheelers is a pleasure. But if it rains, it is better to refrain from traveling for the following reasons:

  • bad visibility
  • the driver is forced to slow down and, as a result, may become a nuisance on the road
  • the road becomes slippery and the scooter often skids, especially when braking

Therefore, in rainy weather it is better to travel by car or public transport.

For safety reasons, we also do not recommend riding a scooter in winter.

It is technically not suitable for this time of year. In the cold it is difficult to maintain balance on ice, and the plastic on the scooter becomes brittle and even with a slight impact breaks easily. We advise you to forget about the scooter during the winter period.

Features of passing the exam

To obtain documents for a scooter, you must pass an exam at the traffic police. Testing proceeds as follows:

  • testing theoretical knowledge;
  • driving skills test.

The theory test consists of testing knowledge of traffic rules and analyzing conflicting practical situations. The exam is conducted in testing mode.

Driving skills testing is carried out in 2 stages:

  • autodrome;
  • locality.

Initially, the candidate must demonstrate his driving skills on a race track. The driver's knowledge is tested when passing artificially created obstacles.

In the second stage, the control of the scooter is tested in testing in a populated area. The candidate's driving skills are assessed by a representative of the traffic police.

If one of the stages of the exam (theoretical or practical) is not passed properly, a second attempt is possible after a week. After two unsuccessful attempts, the next opportunity is provided to the candidate only after a month. Each retake is carried out upon presentation of a payment receipt.

Safety requirements during operation

1. During work, the Delivery Specialist is obliged to:

- carry out maneuvering only after first making sure that the maneuver is safe for surrounding pedestrians and that there is no interference for other vehicles;

2. The delivery specialist is prohibited from:

- be at work, drive or be behind the wheel of a vehicle while intoxicated, under the influence of drugs, as well as medications containing alcohol;

- rest, sleep, eat food while in (on) a vehicle.

3. When operating a vehicle in unfavorable atmospheric conditions, the Delivery Specialist is obliged to:

— during fog, heavy snowfall or rain, use fog lights if available, move at a speed that allows safe movement, unless necessary, do not overtake vehicles moving in the same direction;

— when descending a slope, apply engine braking and apply the service brake;

- move on the ice of rivers and reservoirs only if you have permission from the traffic safety service and on specially equipped ramps and roads, lined with milestones and having signs and road signs.

4. Follow all electrical safety rules.

5. Parking a vehicle is allowed only in permitted places, in compliance with parking rules. It is prohibited to park a vehicle in permitted parking areas if it interferes with other road users, interferes with any repair work, or is exposed to a visible danger.

6. Leave valuables in the pizza box when parked.

7. At the end of the working day, the vehicle must be parked at a place agreed upon with the shift manager, and the keys and documents from the vehicle must be handed over to the manager for signature.
