Currently, registration is not required if:

  • a scooter or moped has a volume of up to 50 cubic meters;
  • the vehicle does not accelerate to more than 50 km/h;
  • The minimum power of the vehicle does not exceed 4 kW.

Registration of a moped or scooter that does not meet the specified parameters is mandatory. Otherwise, a person will not be able to legally travel by transport on the roads of the Russian Federation.

Today, vehicle registration is carried out at MREO and State Traffic Inspectorates. The application can also be submitted at any traffic police department or through a multifunctional center.

If there is no opportunity or desire to personally apply for registration, citizens can use the “GosGosGosRegistration of Transport” service.

  • Select the section that most accurately describes the option you need to obtain. For example, “Registering a vehicle.” In this case, the primary registration of transport will be carried out with the authorities.
  • Click on the “Receive” button and then fill out the fields of the electronic application. Some areas will be automatically filled in. If desired, they can be edited manually.
  • Decide on the place for inspection and receipt of documents for the moped. At this stage, the system usually offers an appointment with the traffic police or MFC with a choice of time for the visit.
  • Submit a request for processing.
  • After successful consideration of the application, use the “Personal Account” on the portal to deposit funds towards the vehicle registration fee.

    Then all you have to do is go to the traffic police and pick up your transport certificates. The citizen will have to have a certain package of documents with him. Without them, vehicle certificates will not be issued.

    Required documents to ride a small scooter

    It should be remembered that not only the registration of a 50 cc scooter. in the traffic police is the only and necessary one. To travel on a scooter, the following documents are required:

    1. They undergo a state technical inspection and receive a coupon that certifies the passage.
    2. MTPL insurance (on a voluntary basis, but in some cases it is indispensable).
    3. Register with the traffic police.
    4. Availability of a medical certificate that authorizes the use and operation of this vehicle.
    5. Actually, a license (driver’s license), without which driving is illegal (categories M, A, A1).

    In order to obtain a medical certificate to drive a vehicle (in this case, a small scooter), they undergo a specialized medical examination at a clinic or at a driving school, if a driver’s automobile commission works there. The best option is a clinic, but if a person receives a driver’s license at a driving school, then it is better to register everything there right away. In order to undergo a medical examination, you must have a medical card, passport and military ID for men. Women are also required to undergo an examination by a gynecologist.

    You can get a license after successfully passing a driving test and a traffic rules test at the State Traffic Inspectorate. However, if a person already had an open driving category (for example, “B”), he does not need to hand over everything. The process will only consist of waiting for them to be processed.

    The exam for obtaining the appropriate driving category consists of two parts: theoretical and practical. If an attempt to pass any part is unsuccessful, the person is sent for a retake. It can happen no earlier than a week from the date of the last delivery. A total of 3 attempts are allowed for a retake. If they were unsuccessful, then the next test is scheduled at least 30 days later.

    Registration of a scooter or moped in Russia requires the provision of a certain package of certificates to the authorized services. You don't need anything special for this.

    Typically, to register a vehicle you will need to prepare:

    • a completed application form (you can ask for a form from the traffic police or the MFC);
    • technical passport of transport;
    • car insurance policy (issued in advance);
    • passport or other personal identifier;
    • diagnostic card;
    • a document indicating the fact of acquisition of ownership rights to a movable object;
    • payment slip with the duty paid.

    Typically, nothing more is required. If the owner of the vehicle decides to send his representative to the authorized service, he will additionally have to prepare his passport and a power of attorney certified by a notary.

    Registration of a scooter imported from abroad

    If a scooter is purchased abroad, then documents are needed confirming the legal import of the scooter into the country. You need to have the original registered in your name, as the owner, for import or international transit through the country, i.e. customs clearance.

    After registering with the traffic police for your scooter, you will be given a technical certificate and license plates. The license plates are attached to the back of the scooter; you must take the technical card and license with you.

    According to the Road Traffic Rules, persons over 16 years of age are allowed to drive a scooter.

    Terms of service provision

    The driver of a scooter with an engine capacity of more than 50 cm3 must have all these documents with him while driving. In the absence of these documents, any inspection by traffic police inspectors threatens with administrative punishment.

    About state duties

    Now everyone knows which scooters are not subject to registration. If registration is inevitable, you will have to pay for it. Such a service is not provided free of charge under any circumstances.

    For issuing a registration certificate you need to pay 1,500 rubles, if the document is drawn up on paper - 500 rubles. You will also have to pay a fee for adjusting the PTS (350 rubles), or for issuing a new registration certificate (800 rubles and 600 for the EPTS). If a citizen requires state license plates, then for scooters and mopeds they will cost another 1,500 rubles.

    Important: paying the state fee for registration actions at the traffic police through the unified identification and authentication system is an advantageous offer. With its help, a person will receive a 30 percent discount on qualifying money transfers.

    Don’t forget the fact that if there is no document confirming registration or no driver’s license, the driver faces a fine. All this is clarified during an inspection by traffic police officers. This is stated in Part 1 of Art. 12.7 of the Code of the Russian Federation on Administrative Violations. The size of the fine varies depending on the severity of the situation. It starts from 5,000 (five thousand) rubles and reaches 15,000 (fifteen thousand) rubles.

    According to Part 2 of Article 12.9 of the Code of the Russian Federation on Administrative Violations, the offender may receive a fine of 800 (eight hundred) rubles.

    Registration procedure

    The provisions and procedure for registering scooters with the State Traffic Safety Inspectorate, as well as motorcycles, are established by Decree of the Government of the Russian Federation dated August 12, 1994 N 938 “On state registration of motor vehicles and other types of self-propelled equipment on the territory of the Russian Federation”, as well as Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 N 1001 “On the procedure for registering vehicles.”

    According to these legislative acts, the owner and/or owner of the purchased vehicle is obliged to register the motorcycle or scooter within no more than 10 days. Registering a scooter with the traffic police is no different from an identical action in relation to a motorcycle.     It cannot be said that the procedure for registering a scooter is complicated or simple. There is nothing problematic, but frequent changes in legislation can create some confusion among people and problems when preparing documents.

These are issued not by the State Traffic Safety Inspectorate, but by Rostekhnadzor, and they are much easier to obtain - all training in most schools is completed in a one-day express course. But it is not obligatory, you can prepare yourself - the main thing is to pass the exam. At the same time, for all other categories, training in a driving school is a mandatory element.

    How to deregister a motorcycle vehicle?

    • You should contact the MREO with all documents for the vehicle. In the document preparation window, you need to fill out an application for deregistration of a motorcycle vehicle and a notice for payment of all duties.
    • Receipts are paid, then the numbers are verified. At the reconciliation site, you also need to fill out an application and pay for forms and receipts. After this, the reconciliation itself is carried out and the papers are filled out and stamps are affixed.
    • Having returned to the MREO, you need to submit all documents and wait for the issuance of a registration certificate, deregistration papers and transit numbers (if necessary).

    The procedure for registering and deregistering mopeds, scooters, and scooters has not been fully worked out , so there are many unfinished aspects in it.
