You need to understand the difference between the terms “pass exams for driving license” and “obtain a driver’s license” - in Russian legislation these are not the same thing. Even excellent knowledge of the theory of traffic rules and good skills in driving a vehicle in different conditions do not guarantee the possibility of obtaining a license on the same day.

The time gap may be even greater between learning to drive and passing your license. For example, Russian laws do not regulate in any way the age at which a guy or girl can begin to study the theory of traffic rules. Psychologists and teachers believe that such information is best remembered at 7-8 years old. This means that elementary school students can buy a pocket book with the traffic rules of the Russian Federation and study, and then only follow the changes and make adjustments to their knowledge. How to get a driver's license category A and A1

Obtaining a driver's license for the categories in question for the first time is done after studying at a driving school and passing exams.

If the driver received a license earlier and has access to driving category B vehicles, then he can get the opportunity to ride “light” motorcycles on the basis of a medical certificate.

That is, if the license is replaced due to expiration or for another reason, and by presenting to the State Traffic Inspectorate employee a medical certificate for admission to driving “light” motorcycles, category A1 will be opened automatically.

This rule does not apply to category A, since these are fundamentally different vehicles.

Required documents

After completing the training and passing the exams to obtain a driver’s license, you need to collect a package of documents, which includes:

  • civil passport as a document identifying a person. It is more advisable to prepare a copy of the document with information about your identity and registration;
  • document confirming completion of training and passing exams. Issued by a driving school after completing the training course;
  • medical report. The document must be completed before joining a driving school, since training can only be carried out after admission by specialists;
  • a document confirming payment of the state duty in the amount of 2,000 rubles (the amount of the duty is established by the legislation of the Russian Federation, namely the Tax Code);
  • application for receiving a document.

The document states:

  • name of the traffic police department to which the application is submitted;
  • information about the future owner of the rights (full name, permanent residence address, date, place of birth, passport details);

Registration procedure

The procedure for obtaining a driver's license is not complicated and takes no more than 1 hour:

  • the first stage - collecting documents and completing training is carried out before applying for a license (this time is not taken into account, since each person is individual and each person requires a certain amount of time for training);
  • contacting the State Traffic Inspectorate. Driver licenses are issued only by appointment. You can make an appointment online on the traffic police website or by phone. As a result of the procedure, the driver will be assigned a day and time when he needs to come in person;
  • The inspector's appointment begins with the submission and verification of documents. The check is carried out using the traffic police database. The employee is obliged to find out the authenticity of the submitted documents and the identity of the driver for deprivation of rights and the presence of any prohibiting factors;
  • If the check is successful, the future driver will be asked to take a photo. The photo is an integral part of the driver’s document and is taken directly by the traffic police department;

If during the inspection facts are revealed that do not allow the issuance of a license (for example, the submitted medical certificate is fake), then the person will be denied the procedure and the aspects that led to such a decision will be indicated.

  • If the check and photographing of the driver is positive, it will take 15-20 minutes to obtain a license;
  • the document is issued under the personal signature of the owner. Moreover, the signature must be as identical as possible to the signature present in the passport.

At what age can you study for a driving license?

Studying on auto courses also includes driving in the city. This point is regulated by clause 21.4 of the Traffic Regulations of the Russian Federation, according to which the lower age threshold for acquiring the skills to drive a car of categories B, C and subcategories C1 is 16 years, and for categories D, Tb, Tm and subcategory D1 - 20 years.

Therefore, training in a driving school is possible with:

    • for categories M, A, A1, B (with subcategories), C (with subcategories) - from 16 years old;
    • for categories D, D1, Tb, Tm - from 20 years;
    • separately for categories D and D1 - from 18 years of age, if the citizen is a military serviceman and will drive buses owned by the RF Armed Forces.

It turns out that from the age of 16, a citizen of the Russian Federation can enroll in driving courses to learn how to drive a car, truck and motorcycle (moped). If you have a dream to drive a bus, trolleybus or tram, then you can start realizing it no earlier than at the age of 20. The only exceptions are for guys who are military personnel and intend to drive military buses. Training is provided for them from the age of 18.

Do I need to undergo training?

Completing training is a mandatory process for obtaining a license for the first time or opening new categories (as mentioned earlier, when replacing a driver’s license with category B, subcategory A1 will be opened automatically).

Training is conducted in a driving school that has a state license for this type of activity.

During the training process, the future driver is obliged to:

  • understand the rules of the road;
  • understand the simplest rules of motorcycle operation;
  • acquire first aid skills in case of road accidents and other critical situations;
  • learn the rules for transporting people and goods;
  • understand the psychological aspects of driver behavior;
  • learn to maneuver a motorcycle;
  • master the principles of driving on public roads.

After training, the future motorcycle driver must pass an exam consisting of two parts:

  1. Theoretical. Checked using a computer program. The applicant for a license must correctly answer at least 18 out of 20 questions contained in the ticket.
  2. Practical. Driving skills are tested in a closed area.

Each applicant must be able to perform exercises such as:

  • straight-line movement with the inclusion of various gears;
  • “rut board” - controlling a motorcycle at low speed without touching the ground with your foot;
  • “snake” - avoiding obstacles from different directions;
  • "eight" - control the motorcycle along the lines forming the number 8.

If you receive a “failed” grade for any part of the exam, re-examination is possible only after 7 days.

At what age can you take your license?

Some driving school graduates are not immediately allowed to take the traffic police exams. The point here is not in the level of training, but in age. Each type of transport has its own minimum age requirements:

    • Pass for a license for a scooter, motorcycle with an engine capacity of up to 125 cc. cm (category A1) is possible from 16 years old;
    • You can apply for a motorcycle license (category A), for cars of category B with subcategories, C with subcategories from the age of 17;
    • You can take exams for the right to drive a bus from the age of 20, and for military personnel from the age of 19.

Using a simple example: if you started studying for category B at the age of 16, you will be allowed to take the final knowledge test at a driving school immediately, but you will be able to apply for exams at the traffic police only when you turn 17 years old. Those who studied at the age of 16 in categories M and A1 are lucky - they can go to the traffic police department immediately after receiving a certificate from a driving school and apply to take exams at the traffic police.

Note: according to the new version of the law, from December 2021, in order to take exams at the traffic police, citizens aged 16 years to adulthood are required to provide written permission from their parents or guardians. Without this document, you will not be able to pass exams or obtain a license.

Motorcycle passenger age

Age restrictions affect not only motorcycle drivers, but also their passengers. Regardless of the type of vehicle, a passenger over 12 years of age has the right to sit in the back seat. It is strictly prohibited to transport children under this mark, and family ties do not matter.

Not only the age of the passenger matters, but also his height. If it is less than 150 cm, then it is necessary to ensure the safety of the passenger with the help of additional fencing.

The law does not provide for a restriction on the age of a passenger if he is transported in a side trailer (stroller). In this case, it is important to only have a helmet.

Passengers must be transported according to the rules. The length of the seat must allow the carriage of passengers. There must be special footrests, side handles, and a helmet, which must be put on before the start of movement.

At what age can you get a driving license?

The issuance of a driver's license implies permission to drive vehicles, so driving license is not given to everyone. According to the law of the Russian Federation, the lower age thresholds for each type of transport are as follows;

    • for driving scooters, mopeds and motorcycles with an engine capacity of up to 125 cc. cm (categories M, A1) - from 16 years old;

Those who have received a license in the army can drive military buses from the age of 19. However, once they turn 21, they will be able to drive civilian buses as well.

It turns out that in Russia you can drive a car on your own, without an instructor, only from the age of 18, and for certain types of transport from a later age. There are no exceptions to this rule for anyone.

For how many years are they issued?

The validity period of motorcyclist driver's licenses is subject to the general rules regulated by Order of the Ministry of Internal Affairs of Russia No. 995 of October 20, 2015, and is 10 years.

Based on Art. 12.7 of the Code of Administrative Offenses of the Russian Federation, fines for driving without a license are determined in the following order:

What are the requirements for the driver?

Russia can safely be called the state in which the age restrictions for driving land transport are the strictest. In some countries of Europe, Asia, and America the situation is radically different.

Theoretical exam

Clause 9 of the Government of the Russian Federation No. 1097 dated October 24, 2014 states that in order to obtain a driver’s license of category A1 in 2021, it is necessary to pass a theory and an exam on initial vehicle driving skills. There is no travel to the city.

The theory comes first. Testing the examinee's knowledge is carried out by answering questions on the computer. Tickets and time remaining until the end of the exam are displayed on the screen. You are given 20 minutes to complete the procedure. The ticket contains 20 questions. For each of them there are from 2 to 5 answer options. Only one of them is correct. A citizen can independently choose the sequence of answers to the questions on the ticket. Based on the results, a grade of “pass” or “fail” is given.

The exam for obtaining a driver's license category A1 is considered failed if a person:

  • made three mistakes;
  • did not answer 2 questions in one thematic block or answered them incorrectly;
  • made one mistake when answering additional questions;
  • refused to undergo testing;
  • used literature, the help of other people, specialists. means.

If a citizen did not have time to answer one question or made a mistake, an additional 5 minutes are provided and 5 questions are added. If a person manages to answer them correctly, a “pass” grade is given. When two mistakes are made, or it was not possible to answer two questions from different thematic blocks within the set time, an additional 10 minutes are provided. During the above time, you need to answer 10 more new questions. If all answers are correct, a “pass” grade is given.

If it was not possible to successfully complete the theoretical exam for obtaining a license of category A1, a retake is assigned. A second attempt is given only after 7 days from the date of the initial testing. If you fail to pass the theory even on the third try, you will need to wait 30 days. The number of attempts is not limited.

What does the law say?


It’s worth clarifying right away that from the point of view of the current legislation, there is no difference between a moped and a scooter. According to government decree number 1090 of 1993, a moped should be considered a 2, 3 (in some cases 4) wheeled vehicle, the speed of which cannot be more than 50 kilometers per hour.

Mopeds must be equipped with an engine capacity of up to 50cc. Units equipped with an electric motor with a power of 0.25 to 4 kW are also possible. According to this interpretation, ATVs can also be considered mopeds if they meet the requirements.

When considering the provisions of the law regarding whether a license is needed for a moped, it is worth relying on the following points:

  1. According to the first part of Article 25 of the law number 196-FZ, dated 1995, to drive a vehicle over 50 cubic meters, a driver’s license category “M” is required . It includes weak ATVs and mopeds.
  2. According to Part 7 of Article 25-FZ of 1995, the right to drive a moped must be confirmed by an appropriate driver’s license.
  3. It is also worth taking into account changes in the law under number 307-FZ of 2014. They say that if the power is less than 49 cubic meters or less, then all citizens who have rights of any category or subcategory (for example, having category “B”) have the right to drive a moped.
  4. Driving is prohibited if you have a control unit for the tractor.
  5. It is prohibited to drive if your license contains a medical restriction.

Age restrictions for driving a motorcycle

According to the law, driving a motorcycle is allowed only after obtaining a license. They are issued at a certain age, which creates some restrictions on driving such vehicles. Licenses for motorcycles are obtained using the same algorithm as for cars - training, providing a certificate and passing an exam.

How long does driving school last?

What does category mean and what can I ride?

Previously, it was often possible to meet a child driving a moped, or such vehicles were used by people who were drunk and there was no legal leverage over violators. After all, no one will test a cyclist for alcohol.

But most accidents happen for two reasons:

  • ignorance of DD rules;
  • inability to operate equipment.

In other words, people who got behind the wheel of a moped may not even have basic driving skills, let alone how to act in a critical situation, and did not know the rules. Now the situation has changed radically.
