State signs in a new way: new license plates for cars and motorcycles have appeared in Russia

This article will discuss the new GOST R 50577-2018 “State registration signs for vehicles. Types and main sizes. Technical requirements", which replaces GOST R 50577-93 from August 4, 2021.

It was initially assumed that GOST would come into effect on January 1, 2021, but the date was postponed several times. Currently, the order of the Federal Agency for Technical Regulation and Metrology states that the standard will come into force on August 4, 2021. However, there is a possibility of its early application.

GOST R 50577-2018 is positioned as a completely new standard, but in its structure it largely repeats the previous document. However, there are also important innovations that will be discussed today:

• Non-standard license plates for cars.
• Rooms for mopeds.
• Rooms for ATVs and snowmobiles.
• License plates for classic cars.
• Numbers for sports motorcycles and cars.
• License plates for motorcycles of diplomatic and consular institutions.

Non-standard license plates for cars

First of all, GOST introduces new license plates for vehicles with a non-standard mounting location (“square”):

3.2.1 Group 1 vehicles

The following types of registration plates are installed:

• type 1A - registration plates for cars, trucks and buses with a non-standard mounting location (except for those classified as type 1B);

Please note that the new plate contains exactly the same combination of symbols as the regular number. Its only difference is that the characters are written in 2 rows .

Numbers of a similar format are used in other countries (for example, in Japan). To attach a standard number plate to a car intended for the Japanese market in 2021, you need to use a special adapter. Starting from August 4, 2020, two-line numbers will appear as standard and an adapter for attaching them will not be required.

In addition, the square number can only be installed on the rear of the vehicle (Appendix G to GOST):

1 On vehicles with a non-standard mounting location for registration plates, it is allowed to install a rear registration plate of type 1A instead of a registration plate of type 1.

Thus, the driver will in any case have to use an elongated license plate on the front of the car. But you can choose the format of the sign for the rear.

GENERAL PROVISIONS

This privacy policy has been developed to fully inform site visitors and clients about the privacy policy and processing of personal data adopted by Fortuna LLC (hereinafter referred to as the Operator).

Terms and Definitions:

1. Personal data - any information relating to a directly or indirectly identified or identifiable individual (subject of personal data);
2. operator - a state body, municipal body, legal entity or individual, independently or jointly with other persons organizing and (or) carrying out the processing of personal data, as well as determining the purposes of processing personal data, the composition of personal data to be processed, actions (operations) performed with personal data;
3. processing of personal data - any action (operation) or set of actions (operations) performed using automation tools or without the use of such means with personal data, including collection, recording, systematization, accumulation, storage, clarification (updating, changing), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, destruction of personal data;
4. automated processing of personal data - processing of personal data using computer technology;
5. dissemination of personal data - actions aimed at disclosing personal data to an indefinite number of persons;
6. provision of personal data - actions aimed at disclosing personal data to a certain person or a certain circle of persons.
7. The Policy regarding the processing of personal data by the Operator (hereinafter referred to as the Regulations) determines the procedure for collecting, storing, transferring and other types of processing of personal data in Fortuna LLC (hereinafter referred to as the Company), as well as information about the implemented requirements for the protection of personal data.

Numbers for mopeds in 2022

Note. In 2021, registration of mopeds with the traffic police is not required and license plates are not issued for them.

As for the content of GOSTs, they always included numbers for mopeds. The old GOST 50577-93 suggested using motorcycle license plates for mopeds:

GOST 50577-2018 has a separate new plate for mopeds:

• type 4B - registration plates for mopeds.

The only difference is that the top row of the moped number uses 2 letters instead of 2 numbers.

PURPOSES OF COLLECTION AND PROCESSING OF PERSONAL DATA.

2.1. Personal data of visitors on the Operator’s website is collected for the following purposes:

2.1.1. organizing and conducting by the Operator (including with the involvement of third parties) loyalty programs, marketing and/or advertising campaigns, research, surveys and other events;

2.1.2. confirmation of the accuracy and completeness of the personal data provided by the visitor

2.1.3. provision of services to subjects of personal data; promoting the Operator's services on the market by making direct contacts with the Operator's clients using various means of communication, including by telephone, e-mail, mailing list, on the Internet, etc.;

2.1.4. for other purposes, if the Operator’s actions do not contradict the current legislation of the Russian Federation.

2.2. In order to properly perform its duties, the operator processes the following personal data necessary for the proper fulfillment of contractual obligations:

2.2.1. personal data of individuals who are in contractual, civil legal relations with the Operator, including regular customers

2.2.2. personal data of individuals specified in the documents provided.

Rooms for ATVs and snowmobiles

• type 4A - registration plates for off-road motorized vehicles not intended for driving on public roads (snow and swamp-going vehicles, all-terrain vehicles);

In this case, the situation is similar to the numbers for mopeds. Previously, ATVs and snowmobiles were issued the same license plates as motorcycles. In 2022, a separate type of plate is provided for them:

This number differs from a motorcycle number in that the top and bottom rows have been swapped.

PROTECTION OF PERSONAL INFORMATION.

4.1. The operator protects the collected personal data of users and site visitors and carries out the following activities: identifies threats, methods of neutralizing threats and technical measures that are necessary to protect the personal data of users, policyholders and insureds.

4.2. The operator provides training to persons using information security tools used in information systems and the rules for working with them.

4.3. The operator monitors compliance with the conditions for the use of information security tools provided for by job descriptions, operational and technical documentation.

License plates for classic cars

• type 23 - registration plates for classic (retro) cars and trucks;
• type 24 - registration plates for classic (retro) cars and trucks with a non-standard mounting location;
• type 25 - registration plates for classic (retro) motorcycles;

License plates for vintage cars additionally include the symbol “K”.

It is currently unknown for which cars, in what cases and for what purpose such license plates will be issued.

DISCLOSURE OF INFORMATION TO THIRD PARTIES

5.1. The operator does not sell, exchange or transfer personal data to third parties and companies. An exception is made for the Operator's subcontractors, subject to maintaining the confidentiality of personal data in accordance with the current legislation of the Russian Federation.

5.2. The operator undertakes to provide personal data of subjects to third parties if this is provided for by the current legislation of the Russian Federation (tax, law enforcement agencies, etc.);

5.3. The operator has the right to use the subject’s personal data without his consent only in cases provided for by the legislation of the Russian Federation. In all other cases, the Operator provides the subject’s personal data to third parties and companies only with the written permission of the personal data subject.

Numbers for sports motorcycles and cars

• type 26 - registration plates for sports cars and trucks;
• type 27 - registration plates for sports cars and trucks with a non-standard mounting location;
• type 28 - registration plates for sports motorcycles.

Registration plates for sports vehicles include an additional "C" symbol.

Registration

In order for the owner to register his vehicle, he must first deliver it to the traffic police and go through several steps in the registration procedure.

Many motorcycle owners do not have the opportunity to transport the motorcycle themselves to the traffic police in order to go through the registration procedure. To do this you need to use the services of a carrier .

After registration, the motorcycle will be delivered back. Before shipping, the transport company employee must collect all the necessary documentation about the motorcycle.

Necessary documentation for completing the registration procedure at the traffic police and obtaining license plates:

1. Identity document of a citizen of the Russian Federation.
2. MTPL insurance for motorcycles.
3. “Transit” registration marks along with customs documentation for imported motorcycles that are undergoing the registration procedure for the first time .
4. The passport that is attached to the motorcycle.
5. Purchase and sale agreement.
6. Power of attorney ( if the owner purchased a motorcycle or registered it under a power of attorney ).
7. A receipt indicating payment of state duty in the amount of one and a half thousand rubles.
8. A document confirming the completion of technical inspection.

From October 15, 2013, the vehicle registration procedure has become easier. If the motorcycle is registered and the old owner does not need the registration numbers, they are automatically transferred to the new owner. Temporary accounting is now a thing of the past.

After the introduction of new rules, owners of motorcycles and other types of motor vehicles can register their two-wheeled friends on a permanent basis .

The owner, who is still using a temporary registration, after expiration of the validity period, has the opportunity to re -register the motorcycle and obtain license plates from the traffic police .

Where the owner will register his motorcycle does not matter. Thanks to the new rules, you can register in any region of the Russian Federation .

The place of permanent residence of sellers or buyers no longer matters, since thanks to the unified traffic police database it is possible to find out any data about the vehicle .

To be more precise, a motorcycle enthusiast can easily purchase a motorcycle in Moscow, and later remove or register it in Kaliningrad, Saratov, or even Ulan-Ude. Of course, the issued numbers will show off the region in which the registration procedure took place .

As for taxes, the motorcyclist will pay them at the place of permanent residence indicated in the passport. If the vehicle is new and purchased at a dealership, then it is easier to register it at the place of residence (when the vehicle is in the owner’s city, if, for example, he purchased a motorcycle at a dealership in another city).
