In our country, motorcycle vehicles made in Japan, Germany, Poland, the Czech Republic, Korea, the USA and other countries are in demand.
Import duties on motorcycles are high, but this does not discourage interest. Most of the motorcycles are imported from Europe, Japan, Germany and Italy. Moreover, these are often used motorcycles from the 90s and 2000s. The tax is lower on used equipment. In Europe and Japan, there is a more careful attitude towards vehicles, service is well developed, and the roads are different. In most cases, it is more profitable to independently purchase a motorcycle abroad and clear it through customs for your own needs. The possibilities of choosing a model and price when purchasing independently are much wider. The nuances of this procedure should be considered in more detail.
When and who needs to register equipment with the traffic police?
The owner must register the motorcycle. An alternative is a trustee to whom the owner provides a set of documents.
The legislation sets a period of 10 days within which documents for the vehicle must be provided for registration.
It is calculated for motorcycle:
- purchased within the Russian Federation - from the moment of purchase, recorded by the store’s cash receipt or purchase and sale agreement;
- imported into the Russian Federation from outside - from the moment of passing through customs and processing customs documents.
Motor vehicles classified as sports equipment do not require registration. These are 2- and 4-stroke motocross motorcycles, as well as pit bikes. A special feature of this category is the absence of rear-view mirrors and turning lights, therefore, according to the rules, such equipment cannot be driven on public roads.
Enduro motorcycles and sportbikes can be registered if the owner plans to travel to the city. Scooters with an engine capacity of more than 50 cc must also be registered. cm, capable of reaching speeds of more than 50 km/h.
Does not legally belong, but the owner is known
Is it possible to register a motorcycle without documents? Absolutely not. To register with the authorized bodies, a person must have a certain package of certificates. This is a completely legal requirement.
The next scenario is a situation where a citizen does not legally own the vehicle, but knows who owns the vehicle. Did someone buy a motorcycle without documents? How to make them?
There are several options. Namely:
- personally contact the owner and make title documents;
- restore car certificates by proxy;
- use postal services to prepare documents for the car and communicate with the owner of the vehicle.
Next, we will try to consider all of the above situations. In practice they cause a lot of problems. And therefore it is not recommended to buy a vehicle without documents. This is quite a risky step.
Registration process
The registration procedure consists of several stages:
- Submission of documents.
- Inspection of the motorcycle by an inspector on site.
- Obtaining a registration certificate and numbers.
Collecting a basic package of documents is not difficult. The exception is the MTPL policy. If the motorcycle is new, i.e. issued no more than 3 years ago, you do not need to undergo a technical inspection to obtain a policy. Otherwise, the insurance company will require the owner to conduct diagnostics.
The cost of verification in 2021 is 200 rubles. (in the absence of a registration certificate, the motorcycle must be transported for diagnostics by a tow truck). To apply for the MTPL policy itself, you do not need to bring the motorcycle to a transport company: the technical inspection data is entered into a single electronic database.
Documents can be submitted by the owner in person at any traffic police department or by appointment through the State Services portal. If the vehicle is not registered by the owner himself, a power of attorney will be required.
For inspection by an inspector, the motorcycle must be delivered to the traffic police department. This must be done in a trailer/body or with the help of a tow truck.
At the site, the inspector checks:
- actual VIN numbers and compares them with the data in the vehicle title;
- technical condition: operation of turning lights and brake system.
At the inspection site, the owner will not need to get behind the wheel: the inspector will carry out all the necessary actions himself. The procedure takes from a few minutes to half an hour.
After submitting documents and inspection by an inspector, a certificate is issued and license plates are issued. This stage usually takes less than an hour. The owner has the right to ride a motorcycle without the danger of breaking the rules from the moment the license plates are installed on the vehicle.
Registration data is entered into a single electronic database and is used by traffic police inspectors during road inspections.

Authorized Services
How to register a motorcycle? Without documents this is impossible. And we have already found out how auto certificates are restored. By following these tips, you can quickly achieve success.
Now let's look at the vehicle registration process. It is carried out in one of the authorized bodies. Namely:
- MFC;
- traffic police;
- traffic police;
- MREO.
You need to choose a service at the place of registration of the applicant. Otherwise, the operation will be denied, and quite legally.
If desired, you can register the vehicle through GosGosGosuslug. If a person has an activated account, he can act like this:
- Find it in the catalog of options on “State Vehicle Registration”.
- Select the option required by the citizen.
- Fill out the electronic form following the instructions.
- Submit your application for processing.
- Pay the transaction fee.
- Contact the authorized service with pre-prepared statements.
At this stage you can finish. The traffic police inspector will inspect the vehicle and issue registration certificates.
Documents for registration
To complete the registration procedure, the following documents are required:
- statement;
- receipts for payment of state fees;
- owner's passport;
- motorcycle technical passport (PTS);
- fact of compulsory insurance (MTPL policy in paper or electronic form);
- a document on the basis of which ownership can be established (sale and purchase agreement, store receipt, customs certificate, etc.).
Additionally you may need:
- transit numbers;
- customs documentation if the motorcycle was purchased abroad;
- STS and documents for old numbers, if you plan to keep them;
- certificates from law enforcement agencies if the motorcycle was wanted after the theft.
Controversial situations and ways to avoid consequences
In theory, registering a motorcycle is not that difficult. But in practice, questions always arise. Let's say you bought your motorcycle in December. Winter and bitter cold are ahead. The use of two-wheeled vehicles is postponed until spring, but registration must be done. What to do?
Together with the main documents, you draw up a storage agreement, which also comes with a transfer certificate and an acceptance certificate at the end of the term. In this case, in the PTS, in the “special marks”, the following entry is made: “The vehicle has been transferred ....” and the date of the act of release from storage is indicated. From this date the 10 days countdown will begin in which you need to register the motorcycle.
The following method is possible in theory, but is rarely used in practice. In accordance with Part 1 of Art. 4.5. The Code of Administrative Offenses of the Russian Federation, a resolution in a case of an administrative offense cannot be made after two months from the date of its commission.
According to paragraph 14 of the Resolution of the Plenum of the Supreme Court of the Russian Federation of March 24, 2005 No. 5 “On some issues that arise for the courts when applying the Code of the Russian Federation on Administrative Offences”, the statute of limitations for bringing to administrative responsibility for offenses for which is provided for by the regulatory legal act the obligation was not fulfilled by a certain deadline, begins from the date of the specified deadline.
Thus, you can contact the MREO 2 months 11 days after the transfer of ownership and avoid imposing a fine due to the expiration of the statute of limitations for the offense. However, this method is best reserved for last resorts. Since not all traffic police officers are informed about the Resolutions of the Plenum of the Supreme Court of the Russian Federation and each representative of this organization may have a different vision of the situation, so you may have to prove your case in court.
Important! If the motorcycle you purchased is faulty, then if the registration is overdue, you can write an explanatory note and attach a certificate from the service confirming its fault, prohibiting its further use and the period of time it will be under repair.
It’s even better to stipulate in the contract that the vehicle is not running and cannot yet be used. This will be a valid reason.
Price
Below is the cost of the basic costs for registering a motorcycle with the traffic police. The prices of state duties are fixed in the Tax Code and are uniform throughout the Russian Federation.
Service | Cost, rub. |
Issuance of a license plate (registration plate) | 1500 |
Issuance of a registration certificate | 500 |
Issuance of vehicle passport | 800 |
Making changes to the vehicle passport | 350 |
When completing documents through the State Services portal, the applicant may be given a discount. Payment is possible at any bank.
In the complex, registration can cost up to 10 thousand rubles. including payment for tow truck services.
How can the traffic police prove your guilt?
If you violated the rules and terms of vehicle registration and were stopped on the road by a traffic police inspector, he will be obliged to issue you a report on an administrative violation. The fact of the offense is established by the traffic police inspector.
If a traffic police officer stops you and demands to see documents for a vehicle that you do not have, he has the right to issue a decision to hold the driver accountable. In this case, a detailed protocol is drawn up containing information about the details of the violation. This document will be necessary if the driver subsequently goes to court to appeal the inspector’s decision.
From the moment the resolution is issued, 10 days are given to challenge the conclusion of the traffic police officer. After the end of this period, the document acquires legal force and is subject to mandatory execution.
As they say: I am aware of my guilt, measure, degree, depth (L. Filatov). Believe me, healthy nerves are much more important than money saved on non-payment of fines.

Registration of a homemade motorcycle
A motorcycle that does not meet factory specifications can also be registered.
- If the changes do not concern modifications to the design of the motorcycle (installation of panniers, airbrushing, fastening of protective frames and sliders), additional actions are not necessary.
- If significant changes are made (installation of forward flow, non-standard headlights), the inspector has the right to demand that they be eliminated or carried out through a certification laboratory.
- A motorcycle made from scratch with your own hands must undergo certification tests in a special laboratory to ensure it meets the requirements for safe operation.
Options for solving the problem
Is it possible to get documents for a motorcycle? Yes, but sometimes you have to try hard to do it.
What life situations do you encounter in practice? Here are the most common scenarios:
- the car belongs to the applicant;
- Legally, the motorcycle does not belong to the applicant, but it is known whose vehicle it is;
- It is unclear whose vehicle they plan to register for each person.
Accordingly, further we will try to consider all the listed situations. Unfortunately, the latter arrangement causes a lot of problems in practice. And it is in this case that it is often not possible to obtain vehicle registration.
Penalties
Untimely registration of motor vehicles (delay of 10 days established by law) leads to a fine of up to 2,000 rubles. The statute of limitations for this violation is 2 months.
For driving an unregistered motorcycle, the driver is punished:
- for a primary violation – a fine of up to 800 rubles;
- for the second time the amount will be 5,000 rubles;
- In case of regular disobedience, the driver may be deprived of his driving license for 4 months.
Registering a motorbike is a standard procedure that guarantees the owner compliance with the law. Registration is not difficult; you just need to spend a little time collecting documents and preparing equipment.
