New rules for transporting children will be introduced in 2021

The government has approved a decree on new rules for transporting children. The law will come into force on January 1, 2021. This was reported by the press service of the traffic police, reports Karelinform.

Now, trip organizers in Russia must notify the traffic police at least 24 hours in advance that children will be transported within the city. If you are planning a trip to another city, you must notify the department no later than 48 hours in advance.

If the trip is planned to consist of three buses with children, then it must be accompanied by a traffic police patrol. It is noted that children under 7 years old cannot be transported for longer than 4 hours.

Larger groups of 20 people on the bus must be accompanied by at least two adults, each seated at the entrance. A medical worker is also required to go on long bus trips lasting more than 12 hours, who will provide medical assistance to children in unforeseen situations.

At night, from 23:00 to 6:00, children can only be transported by bus to or from train stations and airports. The distance should not exceed 100 meters.

The order also states that parents can drive a bus if they have a category “D” license. Moreover, they had no previous administrative violations and were briefed before the trip in accordance with Article 20 of the Federal Law “On Road Traffic Safety” of the Government of the Russian Federation.

Travel organizers must keep all documents for at least 90 calendar days. These documents are provided for by the Rules for the organized transportation of a group of children by bus. In the event of an accident in which children were injured, documents are stored for at least 3 years.

The Russian Traffic Regulations do not directly prohibit the transportation of children on motorcycles. However, in this regard, there are a number of conditions that are fundamentally different from the rules associated with transporting children in cars for which special restraint devices are designed.

This happens due to the fact that:

  • the type of transport does not meet all child safety requirements;
  • Of particular importance is the fact that the equipment is two-wheeled and therefore less stable;
  • At the same time, the speed parameters and the ratio of engine power and torque of some models are within limits significantly exceeding some modifications of cars and trucks.

Rules

A specific mention of transporting a child on a two-wheeler is in the last paragraph of clause 22.9 of the new traffic rules, which came into force on June 28, 2017. Here is the following entry: “Children under 12 years of age are prohibited from riding on the back seat of a motorcycle.”

It should be taken into account that, in accordance with the traffic rules, motorcycles include:

  • two-wheeled vehicles with an engine capacity of more than 50 m3;
  • capable of reaching a speed of more than 50 km/h due to their design features (clause 1.2 of the Russian Federation Traffic Regulations).

This is where all references to the transportation of minor passengers end. Therefore, it is up to an adult to decide whether a small child under 12 years old without a stroller should be seated behind the wheel of a two-wheeled friend or not.

There are a number of features that may stop parents from rash actions regarding riding while sitting on a gas tank:

  1. In any case, the child will disturb the driver with his presence and create additional difficulties for him while driving the vehicle.

However, such conditions apply if his age is less than 12 years, and the vehicle does not have a sidecar.

In addition, a number of other conditions and requirements relating to this situation can be identified:

  1. A child sitting behind or in a stroller must have a protective helmet on his head and appropriate equipment, which are put on before the vehicle moves.
  2. Carriage in the rear seat is not allowed if there are no handles or special devices that the passenger can hold on to while driving.
  3. A similar situation concerns the age restrictions mentioned earlier. Children under 12 years of age cannot ride in the back.
  4. Carriage of infants is not allowed; however, in exceptional situations, they can be carried in the arms of a second passenger.
  5. As mentioned above, the baby can be placed in a special device: a sling, which will prevent him from falling out. In this case, traffic should not be interfered with.
  6. The speed of a motorcycle with a child should not exceed 40 - 50 km/h. Sharp braking, sharp turns and other elements of drifting are not allowed.

If everything is very clear with the technical nuances and behavior of a motorcycle driver, then with regard to the sling, a little clarification should be given, since drivers who have nothing to do with two-wheeled vehicles may mistakenly understand the information provided.

    • Non-stop transportation of children over long distances, which takes a whole day, is not acceptable.
    • You cannot remove passengers from a motorcycle unless the vehicle has completely stopped.
    • The standard tread depth on motorcycle slopes should be 0.8 mm.
    • Children who have not yet turned 12 years old cannot ride in the back; they should always be placed next to the driver in the front seat (Section 22.9 of the Traffic Regulations). And infants should be transported only in the arms of a passenger behind the driver, and even then only in rare cases.
    • The child during transportation should not create any obstacles during movement. Therefore, for very small children, special transport slings, kangaroos, are used, which can be attached in front of the driver so that the child is firmly secured.
    • Helmets are worn before boarding a motor vehicle, and not after or while driving.
    • A motorcyclist should not make any sharp maneuvers if a child is riding with him.
