What motorcycles need to be registered?
Before considering the rules for registering STS, it is worth understanding which motorcycles are registered. Motor vehicles with a power of more than 50 horsepower are subject to registration. Please note that it is necessary to register a scooter or moped with the traffic police if the engine volume is more than 50 cm3 and the vehicle speed is more than 50 km/h.
Sports motor vehicles do not require registration. This is a two- or four-stroke motocross motorcycle and a pit bike. Traveling in such vehicles around the city is prohibited due to a design feature that does not meet safety standards. The exception is certain models of motocross bikes, Enduro and Supermoto, which are allowed to be ridden on city roads. They must be registered and receive numbers.

“It has already become a good tradition for us to meet with the motorcyclist community before the start of the motorcycle season to discuss road safety issues,” with these words the head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Republic of Tatarstan Lenar Gabdurakhmanov the round table on the prevention of accidents involving motorcycles the day before. The most active representatives of the motorcycle community in promoting “healthy driving”, in whom the leadership of the State Traffic Inspectorate saw loyal allies, were invited to a meeting with the chief traffic cop of the republic. The stated purpose of the meeting at first did not imply anything supernatural: strengthening interaction between the State Traffic Inspectorate and the motorcycle community, discussing current issues, defining a joint action plan to ensure road safety, improving driving culture and developing law-abiding behavior. But despite the formal tasks, an ordinary meeting with motorcyclists lasted for almost a two-hour discussion. “Such a meeting will not be one, not two or three, but as many as will be needed to resolve all the problems that we have in the field of security,” Gabdurakhmanov said, moving on to an introductory report on the situation on the roads.
First of all, he cited statistics on road accidents involving motor vehicles. Over the past year, 143 such incidents were registered in Tatarstan, in which 12 people were killed and 145 were injured. Before the motorcycle season had even really begun in the republic, the statistics for 2018 began to be replenished with new tragic accidents. Thus, on May 1, on the 69th kilometer of the Kazan-Shemordan highway, a 42-year-old motorcyclist died on the spot in a collision with a LADA Kalina and a Yamaha motorcycle. The car driver and passenger suffered only minor injuries. According to the head of the traffic police, according to the preliminary version, the reason was that the driver of the car stopped abruptly, skidded, and drove into the oncoming lane, where he collided with a motorcyclist. And he was fully equipped, he had a driver’s license of three categories, and the motorcycle itself was registered in the prescribed manner. “Everything that depended on the driver of the motorcycle... He carried out all the actions, but, unfortunately, we had a tragedy here,” said Gabdurakhmanov.
According to him, more than half of the accidents involving motorcyclists in 2017 were due to the fault of motor vehicle drivers themselves. He recalled a high-profile accident last fall on Ershov Street, when a 25-year-old drunk driver of a Honda motorcycle drove into oncoming traffic at speed and collided with a foreign car. Horrible photographs from the scene then spread across all Kazan social networks. History is gradually acquiring more and more similar facts. For example, on April 15, on the 5th kilometer of the bypass road in the Mamadyshsky district, an intoxicated Kawasaki driver without a license flew into a ditch and was hospitalized with serious injuries. “Everything that could be broken on this motorcycle, it broke everything. Okay, no one was hurt through his fault,” stated the head of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Republic of Tatarstan.
Separately, he focused on the statistics of traffic violations registered by motorcyclists. Over the past year, more than 2.5 thousand were caught, of which 209 were for driving while intoxicated, 317 for driving without a license. In Tatarstan today there are 12 thousand iron horses, which is less than 1% of the total number of vehicles. But, despite this, in terms of the number of deaths and injuries in motorcycle accidents, this is 3% of all accidents, which, of course, is more eloquent than bloody photographs from accident scenes. “Our task is not to identify as many violations as possible, under no circumstances! Our task is prevention, so that people, in principle, do not go onto the road with violations, and move in accordance with traffic rules,” Gabdurakhmanov noted, and then raised his voice slightly. - Regarding those motorcycle drivers who drive disgracefully, namely those deprived of a license, drunk, without license plates, with a modified design of exhaust pipes, who do not obey the legal demands of a police officer to stop... We will talk to them very harshly! And we will apply all possible sanctions that we have in our arsenal! If you are a driver who committed a minor violation, that is, you came from another city or missed something, then, of course, we will try to apply a warning sanction. But those whom I have listed—there will be no polite conversations with them anymore!” In response to all this, the motorcyclists who came to the round table only silently listened to the words of the chief inspector of the republic.
The same one continued his report, dwelling in detail on the age-old problem - the noise of bikes. During the summer season, complaints about motorcyclists are regularly received. In 2021, there were 28 of them. Here Gabdurakhmanov made his first proposal to representatives of the motorcycle community - to organize joint raids in Kazan and other large cities to identify “noisy” violators. These were already held last year, but, according to Gabdurakhmanov, they are negligible - only 14, more are needed. And those who cannot help by participating in the raids were encouraged to report careless motorcyclists cutting off their mufflers. In addition, there was a proposal to hold, under the wing of the traffic police, a skill competition for bikers like the famous “Avtolady”, “Avtobabay” and others.
“We would like to create special detachments in the public division of the State Traffic Inspectorate from representatives of the motorcycle community, endowed with the rights and responsibilities of police officers with the issuance of certificates and corresponding paraphernalia,” Gabdurakhmanov unexpectedly proposed. By the way, Federal Law No. 44 “On the participation of citizens in the protection of public order” provides for such a possibility.

Only six representatives of the Tatarstan motorcycle community came to the round table, mainly from the Gymkhana motorcycle club. Motogymhan is an all-around sport where participants compete with each other for the fastest maneuvers on motorcycles. As it turned out, the bikers also had their own questions. “Will the traffic police prevent the holding of mass events and classes to improve the skills of Gymkhana community management this season?” — one of them asked the head of the State Traffic Inspectorate of the Republic of Tatarstan.
Gabdurakhmanov responded almost immediately: “Of course, the traffic police and I are not against it. The main thing is that these events are carried out not on public roads, but in special places.” And he immediately suggested using Kazan Ring for this. But not everyone liked the idea. Motorcycle enthusiast Stanislav Tuganov said that the proposed location may be good, but it is too far away. He noticed that Kazan residents used to hold motorcycle gymkhanas at the hippodrome, and then, at the request of local residents, they moved to a parking lot behind the Republican Clinical Hospital near Berezovaya Roshcha. It turned out that the further away the site, the fewer people came to see the masterly control of the bike.

He was echoed by his colleague Marcel Khabibullin , according to whom, with a 99% probability, complaints from residents about noise are not related to the gymkhana. These events do not involve much noise, because motorcyclists only harmlessly go around the snake in low gears. Gabdurakhmanov objected that bikers are not alone in the city, we need to think about the local residents and proposed a compromise option - to jointly think about such a site where no one would disturb anyone. “We are ready to consider every proposal of yours, we will discuss it with you and make a decision,” he assured.

And then the motorcyclists hit on the most pressing issue in relations with the republican traffic police - whether the practice of issuing violations for faulty steering racks will continue. Gabdurakhmanov noted that he remembers the scandalous events of 2014, which led to biker strikes and open confrontation with the police. According to him, the inspector who issued a fine for a faulty steering rack has long been held accountable for his oversight.
“No one is going to stop motorcycles on purpose and look for any faults! - said Gabdurakhmanov. - If we clearly see that the motorcycle is in terrible condition, and, unfortunately, there are such, of course, this article will apply to them. But stopping the motorcycle on purpose, looking for faults on purpose - this is under no circumstances! Since we are talking within the legal framework, if we want all of us to do one important thing, then, of course, the game must be fair. And there will be no excesses on the part of the State Traffic Inspectorate employees.” The chief traffic inspector of the republic added that the traffic police purchased five new motorcycles... “I think that our interaction in this area will become even closer,” he emphasized.

At this point the list of “prepared” questions ended, and the round table participants were invited to move on to an open discussion. Tuganov raised a new topic, a la a new system of fines, but not for steering racks, but for protective arches - devices that protect the motorcyclist’s legs when falling from being hit by a massive bike. Tuganov recalled a similar precedent in Moscow, when he was fined for unregistered protective bars on a bike and asked whether the republican traffic police would punish for this with rubles. Gabdurakhmanov emphasized that any such arc is a change in the design of the bike, which means this must be approved through a testing laboratory with the issuance of the appropriate certificate. He instructed his deputy Damir Bikmukhametov to work on this issue so that this procedure of following the letter of the law would not interfere with the upcoming motorcycle season. A representative of the Gymkhana motorcycle club, Denis Yunin , asked how exactly the procedure for approving protective arches would be organized. According to Gabdurakhmanov, this can be described by a simple scheme: application - inspection - testing laboratory - certificate - registration with the traffic police. Everything about everything - a few days. But Yunin kept interrogating the head of the traffic police on each of the points, to which Gabdurakhmanov, having given up, invited him to go through all these “circles of hell” with him. “But there is also a human factor - each inspector has his own mood,” Yulia Lobanova , who represents the interests of the female half of the republic’s motorcycle community, intervened in the discussion.
“It’s not about the inspector’s mood,” Gabdurakhmanov assured.
- Yes, I assure you! This is my eleventh season riding a motorcycle. Some inspectors tried to pull me off the motorcycle with their hands, despite the fact that I am a girl. Lobanova called on the head of the traffic police to set specific deadlines for completing the approval procedure. But to this Gabdurakhmanov replied that he was only acting within the framework of federal law and he could not change it. “We are not artists or poets here, we work in the legal field,” said the chief traffic inspector of Tatarstan. “No one has tried to do this yet, and you are already criticizing for long periods of time.”
Returning to the topic of joint prevention of road safety, a girl who loves two-wheeled horses spoke about her campaign on May 12 to distribute reminders about driving culture to motorists. Lobanova complained that motorists often have no regard for motorcyclists in traffic, and asked Gabdurakhmanov to help distribute leaflets calling on motorists to treat bikers with respect. Perhaps the position of motorcyclists will be closer to you. I myself practically never travel in the city. After word spreads that the head of the traffic police himself rides a motorcycle around the city... I think this is the most powerful contribution to safety! If they know that the head of the traffic police sometimes goes into the city on a motorcycle, then this will rein in many drivers.

And then Galkin pointed to the root of all problems and conflicts involving bikers. In his opinion, the problem lies in the mentality of people. As soon as they see a motorized battalion, everyone will definitely think that they are on the roads just to punish people. “They even sent me a message today: “motorized battalion in the center.” And the signature is “it has begun...”,” Galkin noted. With these words, Yunin - coincidence or not - broke the official glass.
Gabdurakhmanov did not argue with the mentality of the Russians, but firmly refused to agree with the criticism of the visiting motorcyclists. And in a sense, he even took their side - they say that everyone who came, like no one else, is concerned about road safety issues, and it’s not worth reproaching them for this. And the point, according to him, in such a round table is not a desire to show one’s loyalty, but simply to do a common cause.
At the end of the discussion, the chief traffic inspector of the republic voiced the general position of the entire traffic police: “A traffic police officer should not be perceived as a person who should stop you, file you for something, and then you leave. I myself stood on the line for a long time. And I'm proud to have been an inspector. My dream is for a traffic police officer to be perceived as... Remember Uncle Styopa the policeman? Was he so cruel and shut everyone out, or what? He’s tall - he saw everyone, blocked everyone, and stands alone at the crossroads smiling. No! Uncle Styopa was an authority.”
Motorcycle registration steps
The procedure is performed in several stages. It may take one or two hours or last the whole day.
Sequencing:
- Make an appointment (take a ticket from the traffic police department or submit an application through State Services)
- Submitting an application to register a motorcycle
- Payment of state fees
- Motor vehicle inspection by inspector
- Obtaining license plates and STS
Inspection of motor vehicles by an inspector is carried out at a special department site and takes about 15-20 minutes. The specialist examines the VIN and checks it with the title. The general technical condition is also checked. After verification, information about the motor vehicle and the owner is entered into the database.

To register a motorcycle after purchase, prepare the following documents in advance:
- statement
- owner's passport
- PTS
- OSAGO (it is recommended to print the electronic policy)
- STS (if the vehicle is used)
- contract of sale
- receipt received after payment of fees
- certified power of attorney (if an authorized person applies to the traffic police)
This is a standard list of documents. Additionally, they may require transit numbers and a customs declaration if the motor vehicle was purchased outside of Russia.

“Now we are conducting emergency training so that those inspectors who serve on motorcycles, as they say, are “rolled into the season.” As you know, some skills are lost if they are not used for a long time. In winter, people don’t press the clutch with their fingers, don’t turn the steering wheel, and if you immediately go out on patrol on a motorcycle, you will feel discomfort. Therefore, these skills need to be restored,” he explains, looking at how the motorcyclists line up in two rows on the site.
Bright red chips are placed everywhere, simulating various obstacles that an inspector may encounter in real city streets. There are large snakes, a circle for turning in a confined space, and figure eights. You need to get used to the “iron horse” gradually, start with simpler elements and gradually move on to complex ones.
How much does it cost to register a motorcycle in Moscow?
To register a new or used motorcycle, the owner must pay a fixed state fee. The following are the current state fees in 2021:
- STS – 500 rubles
- license plate – 1500 rubles
- recording the owner’s data in the PTS – 350 rubles
- issuance or registration of a duplicate PTS – 800 rubles
To pay the state fee, you should contact the bank, use a payment terminal, or pay it online through State Services after submitting an electronic application.
Where should the numbers be?
Do you need a front number plate for a motorcycle? There are certain requirements for where exactly the numbers must be located on the motorcycle. These points are specified in the state standard R50577 - 93:
- firstly, only one license plate ;
- second, the sign location is defined as a “vertical, flat, rectangular surface.” It must be selected so that it is not blocked by any of the vehicle structures.
What fine will I have to pay for not registering my motorcycle?
After the owner has bought a motorcycle, he must register it within 10 days. The deadline has been approved by the state; for violating it, the owner will be fined 1,500 rubles. Please note that 10 days are allotted for submitting an application to the State Traffic Inspectorate; the STS may be received later. For example, if documents are submitted on the State Services website on the 10th day after the conclusion of the DCT, and the procedure is completed on the 11th day or later, the owner will not be fined.
If a driver is stopped driving an unregistered vehicle, he will be fined 5,000 rubles, and the motorcycle will be sent to the impound lot.
State numbers
The dimensions of state signs are determined in the state standard R50577 - 93. Paragraph No. 3 indicates that the motorcycle belongs to the fourth group of vehicles . Here you can also find standards for the sizes of numbers and letters. They are:
- if the height is 20 millimeters , then the thickness of the lines must be at least 3 millimeters ;
- if the height is 58 millimeters , then the thickness of the lines must be at least 9 millimeters ;
- if the height is 76 millimeters , then the thickness of the lines must be at least 11 millimeters .
How to register a motorcycle without documents with the traffic police?
If the owner does not have documents for the motorcycle, registration will take longer. For example, if you lose your vehicle’s passport, you will have to get a duplicate of it, confirming the ownership of the vehicle document. If there is no agreement confirming ownership, the case is referred to the court.
Lack of documents is a common problem among owners of self-assembled motor vehicles. To register such a motorcycle with the traffic police, the owner must first visit US, submit an application, two photos, a copy of his civil passport, and pay a fee for assigning a VIN. After checking the transport, the motor vehicle is assigned an identification number and issued a corresponding certificate.
The next step is to issue a certificate confirming the safety of the vehicle design. To do this, you need to obtain services from an accredited laboratory that has the right to issue SBCTS. To contact the laboratory you will need:
- statement
- passport
- certificate confirming receipt of VIN
- technical description of the vehicle (dimensions, total and curb weight, power and engine size, others)
After successful tests, the laboratory issues an SBCTS. The service is paid.
Having received the certificate, the owner must order a manufacturer's plate for the vehicle. It indicates the VIN, the name of the manufacturer, the maximum permissible weight, according to the technical characteristics of the vehicle, the maximum weight on each axle of the vehicle. Before visiting the MREO, insurance is taken out for transport. Only after this the home-made motorcycle is registered in the standard manner; the application is submitted to the traffic police or through the State Services.
